Indonesia-Singapore partnership focuses on green hydrogen, e-fuels and low-carbon energy development.
JAKARTA — Indonesia’s PT PLN Energi Primer Indonesia (PLN EPI) and Singapore-based eFUELS SEA Pte. Ltd. have agreed to explore the development of a cross-border green hydrogen supply chain linking Indonesia and Singapore, marking a new step in regional efforts to accelerate decarbonization and expand the adoption of low-carbon fuels.
The collaboration was formalized through the signing of a memorandum of understanding (MoU) during the Global Hydrogen Ecosystem Summit (GHES) 2026 in Jakarta on Tuesday, July 21, 2026.
Under the agreement, both companies will assess opportunities across the entire green hydrogen value chain, including production, infrastructure, logistics and commercial frameworks, with the objective of establishing a competitive and sustainable supply chain serving regional markets

Indonesia’s Renewable Energy Resources Form the Foundation
PLN EPI Biomass Director Hokkop Situngkir said Indonesia’s abundant renewable energy resources provide a strong foundation for the production of green hydrogen.
“Indonesia has enormous renewable energy potential that can be developed into green hydrogen. Together with eFUELS SEA, we will assess the full value chain—from production and infrastructure to logistics and business models—to build a competitive and sustainable green hydrogen supply chain for the regional market,” Hokkop said.
He said the partnership aligns with PLN EPI’s strategy to expand its low-carbon primary energy portfolio while strengthening Indonesia’s role in the regional clean energy transition.
“This MoU provides a foundation for exploring green hydrogen and e-fuels opportunities that we hope will lead to concrete projects in the future. Cross-border collaboration will be essential to accelerating net-zero ambitions while creating added value from Indonesia’s renewable energy resources,” he added.
MoU Covers Production, Infrastructure and Commercial Development
The memorandum of understanding outlines a broad scope of collaboration between the two companies.
PLN EPI and eFUELS SEA will jointly study production, transportation, storage and distribution infrastructure for green hydrogen. They will also develop commercial frameworks, exchange technical and regulatory information, and explore pilot projects and research initiatives.
In addition, the companies will assess renewable electricity sources and traceability mechanisms designed to support a long-term green hydrogen supply for regional markets.
The collaboration is intended to evaluate the technical, commercial and regulatory requirements needed to establish a cross-border green hydrogen supply chain connecting Indonesia and Singapore.
PLN EPI Expands Its Low-Carbon Energy Portfolio
As a subholding of state-owned utility PT PLN (Persero), PLN EPI is responsible for securing Indonesia’s primary energy supply, including coal, oil, natural gas, bioenergy and the development of low-carbon energy sources.
The agreement with eFUELS SEA reflects the company’s continued efforts to broaden its portfolio while supporting Indonesia’s long-term energy transition objectives.
Singapore-based eFUELS SEA develops regional e-fuels projects and technologies focused on producing ultra-low-carbon synthetic fuels.
Its products are designed as drop-in fuels that can be used in existing engines and transport infrastructure without modification, making them suitable for hard-to-abate sectors such as aviation, shipping and petrochemicals.
Chief Executive Officer David Wang said Indonesia’s renewable energy resources position the country as a potential regional hub for green hydrogen production.
“We see Indonesia as a strategic partner in developing a regional green hydrogen supply chain. By combining Indonesia’s renewable energy potential with eFUELS SEA’s expertise in e-fuels technologies and project development, we aim to deliver commercially viable decarbonization solutions,” Wang said.
He added that demand for green hydrogen and e-fuels is expected to increase as countries pursue deeper emissions reductions, particularly in sectors where electrification remains difficult.
“We believe this collaboration can serve as the starting point for cross-border green hydrogen projects that support the Asia-Pacific energy transition while strengthening a sustainable regional hydrogen ecosystem,” he said.

The collaboration reflects growing interest in regional partnerships to support the development of low-carbon fuels and green hydrogen infrastructure across Asia-Pacific.
Through the MoU, PLN EPI and eFUELS SEA will evaluate opportunities spanning production, logistics, infrastructure development, commercial models and regulatory cooperation while exploring pilot projects that could support future implementation.
The agreement establishes a framework for both companies to assess how Indonesia’s renewable energy resources and Singapore’s expertise in e-fuels technologies can contribute to building a competitive and sustainable regional green hydrogen supply chain.
As countries continue pursuing net-zero ambitions, the partnership aims to explore practical pathways for developing cross-border green hydrogen projects while supporting the broader transition toward a sustainable regional hydrogen ecosystem.
